




The PEARL Knowledge Framework and Competence-Based Curriculum provide a structured and research-based reference model to support small and medium-sized enterprises (SMEs) in addressing environmental, social, and governance (ESG) requirements, digital transformation, and sustainability challenges.
This Framework and Curriculum aim to strengthen SMEs’ competences in key ESG and digital domains by offering a coherent and practical learning structure. They support SMEs, trainers, and other stakeholders in identifying relevant competences and aligning learning activities with real business needs.
The PEARL project team used a holistic and user centred approach to the development of these materials, combining academic research with practice-oriented design. The result: framework that is evidence-based, coherent, and directly applicable to SME contexts.
To ensure consistency with international standards, the PEARL Framework integrates and adapts competences from established European reference frameworks:

The PEARL Knowledge Framework is structured around the Knowledge–Skills–Attitudes (KSA) model. It defines the key competence areas required for SMEs to effectively address ESG, sustainability, and digital transformation challenges in a practical and structured way.


The Competence-Based Curriculum translates the Knowledge Framework into a structured learning pathway. It defines competence-oriented learning outcomes and provides the basis for training programmes, capacity-building activities, and pilot actions implemented within the project.
